Decommissioning Services

DECOMMISSIONING SERVICES

CRA has successfully assisted with the decommissioning and demolition of our clients' industrial and commercial facilities throughout North America.  These include but are not limited to petrochemical facilities, automotive plants, machining plants, and energy production facilities. Over the past decade, this decommissioning work has totaled over 30 million square feet of former manufacturing and related structures.  CRA's experience with a wide variety of facilities enables us to provide cost-effective solutions for the disposition and management of these difficult sites.

CRA has developed a standard process for the assessment of closed facilities - the Building Decommissioning Assessment (BDA).  The BDA utilizes the following approach:

  1. Initial Site Investigation
    Identify important background information based upon historical file reviews, interviews, and preliminary site inspections detailing current conditions and potential areas of environmental concern.
  2. Site-Specific Project Criteria Evaluation
    Identify regulatory criteria to be applied to the assessment (e.g., RCRA compliance, TSCA compliance), assess health and safety concerns, and develop a site-specific sampling/analysis plan.
  3. Follow-up Assessment
    Implement the sampling plan and conduct follow-up quantification and delineation of all areas of concern.
  4. Building Decommissioning Report
    Identify and report the environmental status of building materials (e.g., asbestos and lead paint), utilities, and former productions areas, equipment, and wastes. This includes all physical or environmental hazards requiring decommissioning activity prior to mothballing, sale, or demolition.

 

The BDA is useful in developing a cost analysis and project feasibility study.  The report includes information on salvage value, market conditions, and other applicable data enabling our clients to make cost-effective decisions regarding facility disposition.

Specifications and Bid Documents:
Development of site-specific technical specifications for building decommissioning, preparation of bid and contract documents, and assistance with contractor procurement. 

Decommissioning Implementation:
Professional oversight and documentation of all decommissioning, demolition, and waste disposal activities.

CRA's facility decommissioning team consists of experienced professionals, including engineers, Certified Hazardous Materials Managers (CHMMs), and field technicians.
