Environmental Assessment Process
A Class Environmental Assessment (Class EA) is an approved framework for environmental assessment planning of municipal infrastructure projects to fulfill the requirements of the Ontario Environmental Assessment Act (OEAA). The Owen Sound Wastewater Treatment Plant Upgrading project is being conducted according to the Class EA process outlined in the Municipal Engineers Association document entitled “Municipal Class Environmental Assessment“ (October 2000, as amended in 2007). A detailed flow chart of this Municipal Class EA Planning and Design Process is available. Following the Class EA process will ensure that the requirements of the OEAA are fulfilled for this project.
Municipal projects may also be subject to the requirements of the Canadian Environmental Assessment Act (CEAA). Guidance materials are available to assist in understanding the environmental assessment coordination for projects that require approval or decisions under both the CEAA and the OEAA.
