Class Environmental Assessment
Owen Sound Wastewater Treatment Plant Upgrading

The purpose of this website is to provide interested individuals with information about the Class Environmental Assessment (Class EA) for the Owen Sound Wastewater Treatment Plant Upgrading project.

The Owen Sound Wastewater Treatment Plant (WWTP), located at 3rd Avenue East in Owen Sound, provides wastewater treatment for the community including residential, industrial, and institutional service. As a primary treatment facility, the Owen Sound WWTP does not meet the Ontario Ministry of the Environment (MOE) minimum requirements for municipal treatment works, which specify secondary treatment or equivalent. The City of Owen Sound Council has passed a resolution to proceed with the Class EA process to ultimately allow for upgrading of the sewage treatment to a secondary standard.

A Class EA is an approved process for the planning of municipal infrastructure projects, including wastewater collection and treatment, under the requirements of the Ontario Environmental Assessment Act.  The City has retained the consulting firm of Conestoga-Rovers & Associates to complete the requirements for a Class EA related to the treatment upgrading of the Owen Sound WWTP.  Through the Class EA process, all regulatory, alternatives evaluation, and consultation requirements will be fulfilled, allowing the City to proceed with the design and construction of the treatment upgrade upon completion of the Class EA.

The background reports included on this page provide assessments and upgrade options for the Owen Sound WWTP. For planning purposes, these reports were completed preparatory to the Class EA. Additional reports prepared during the Class EA process will be added to this page.
