Class Environmental Assessment
Owen Sound Wastewater Treatment Plant Upgrading

Project Opportunity Statement

"This Class EA project is categorized as an upgrading of the existing sanitary sewage (wastewater) system. The rationale for the upgrading project is the current and future regulatory policies applicable to sewage treatment processes and biosolids disposal/utilization. Specifically, the Owen Sound WWTP must be upgraded to a minimum of secondary treatment or equivalent (as per Ontario Ministry of the Environment (MOE) Guideline F-5) with a total residual chlorine concentration in the effluent of less than or equal to 0.02 mg/L (as per Canadian Environmental Protection Act (CEPA) Notice concerning chlorinated wastewater effluents). In addition, a biosolids management strategy is required for the Owen Sound WWTP that addresses the new regulatory requirements (as specified in the Nutrient Management Act). Further information on the project opportunity is available in the Phase 1 Progress Report"
